New York nurses and TAMUCC: two licensing questions before any Texas rotation
Because New York has never adopted the Nurse Licensure Compact, an RN license issued there does not travel to Texas, the only state where TAMUCC's MSN clinical hours are completed. New York also enforces one of the tighter regimes for nursing schools based elsewhere. This guide handles both, then turns to practice law and the systems you may know.

First question: a license that works in Texas
NYSED is explicit that the compact does not include New York, and no bill to join it is pending in Albany. A New York RN license therefore authorizes practice in New York only. For MSN entry, TAMUCC's catalog wants either a Texas-issued RN license or a compact one with Texas authorization, so a New York nurse will ordinarily need a Texas license.
TAMUCC's MSN handbook allows conditional admission while the Texas license is in process, as long as it is issued by the end of the first semester and a waiver is requested. Second question: where the clinical hours go
Under the MSN Student Handbook (July 2026), TAMUCC's MSN clinical education and training happen in Texas, full stop. For a nurse in Buffalo, Albany or the five boroughs, each precepted course means time on site in a Texas city, largely on weekdays, with the semester as a hard boundary for the hours. No published list tells you whether TAMUCC enrolls online students from New York. Contact TAMUCC's nursing college before applying, which is what the university asks of every student outside Texas entering a licensure program.
NYSED's rule for programs from other states
NYSED's rule is broad: before an out-of-state or online nursing program puts a student into a New York clinical rotation, the department must have registered or approved that program. Federal VA and Armed Forces facilities are the only carve-out. NP students face a sharper version, since the NP program itself must carry NYSED registration, and the department warns that NP rotations outside one may be unlawful. Its college evaluation office treats clinical placements as creating a physical presence, so prior approval or an exemption is needed even for SARA members.
TAMUCC's NYSED status was not checked, since NYSED keeps no public list and answers program questions by email. The MSN never triggers any of this because its clinicals are in Texas. New York's 3,600 hours, Texas's physician agreements
AANP places New York in full practice, with a transition: until an NP passes 3,600 practice hours, a collaborating physician must be party to a written practice agreement and protocols. Texas is restricted in AANP's scheme, and NP prescribing there depends on prescriptive authority agreements signed by a delegating physician, the arrangement your Texas preceptor will be practicing under. Questions TAMUCC students ask
Can I study TAMUCC's online FNP while living in New York?
The coursework is online, but admission requires a Texas RN license or a compact license authorized for Texas, and New York licenses are single-state. All 630 clinical hours would also be completed in Texas. No admitted-states list exists in public, so raise your New York address with TAMUCC early.
Can a New York preceptor supervise my TAMUCC FNP hours?
No. TAMUCC's MSN rules put every clinical hour in Texas, and New York would separately require NYSED registration of the program before NP rotations there. A New York colleague can still help by introducing you to Texas clinicians who meet TAMUCC's standard: a nurse practitioner or physician (MD or DO), nationally board certified, with two or more years of independent practice.
Does TAMUCC's FNP meet New York's educational requirements?
According to TAMUCC's disclosure, its MSN satisfies the education side of FNP certification throughout the U.S. except where TAMUCC has made no determination: Puerto Rico, California, the U.S. Virgin Islands and DC. New York is not on that short list. NYSED handles New York NP certification, so review its application requirements as graduation approaches.
Why would NYSED registration matter if my clinicals are in Texas?
For the MSN it does not, because every hour is in Texas. It becomes relevant only for a TAMUCC DNP student who wants to count practice hours at a New York site. NYSED expects outside programs to hold its registration or approval ahead of any New York placement, and TAMUCC's status was not checked.
