Arkansas to Texas: planning TAMUCC clinicals from the Natural State
Arkansas nurses can take TAMUCC's online coursework from home, yet every MSN and FNP clinical hour must be completed at a Texas site. Southwest Arkansas shares Texarkana with Texas, while Little Rock and the northwest corner sit much farther from the line. TAMUCC gives MSN students no out-of-state clinical route and says nothing about which home states it admits online students from, so an Arkansas applicant plans around Texas from the start. The Texas-only clinicals page explains the rule.
Texarkana, East Texas and the longer drives
Southwest Arkansas has the easiest access. Texarkana straddles the state line, so a resident there can reach Texas practices on the far side of town, and East Texas cities such as Tyler and Longview are within regional driving range. From that corner of the state, the Dallas-Fort Worth area is the nearest large Texas market.
Little Rock's metro, about 778,000 people, and the Fayetteville-Springdale-Rogers area in the northwest, about 622,000, lie much farther from Texas, as do Fort Smith and Jonesboro. Students there usually plan multi-day clinical stays rather than commutes. TAMUCC expects hours to land on weekdays during clinic hours and to finish inside the semester, so a preceptor whose clinic days can be grouped is the practical choice. Arkansas licensing and the compact
Arkansas has been part of the Nurse Licensure Compact since the enhanced version launched in January 2018, and the compact now sits inside Arkansas's own Nurse Practice Act. Texas honors an Arkansas multistate RN license under the compact, and a compact license with Texas authorization is exactly what TAMUCC's MSN catalog allows. The certificate's page lists only a Texas nursing license, a difference worth raising with the program; the Texas RN license guide sets the two wordings side by side.
The compact stops at RN practice. An NP license stays tied to the state that issues it, and TAMUCC's DNP Nurse Practitioner track needs a Texas APRN license at admission.
Reduced practice in Arkansas and the home market
Arkansas falls in AANP's middle tier, reduced practice. NPs there work under a regulated physician agreement that covers at least part of their practice, and prescribing certain drugs requires a physician protocol agreement. Texas sits in the stricter restricted group, so a TAMUCC FNP trained in Texas will recognize physician oversight on returning home. The state's academic medical center, UAMS, anchors a market that also takes in Mercy in Fort Smith and the northwest, CHI St. Vincent and Baptist Health in Little Rock, and Arkansas Children's. Arkansas rules and a DNP practicum
Arkansas says little about outside programs. Our reading of the rules from Arkansas's nursing board found no permission step for an out-of-state school whose students come to Arkansas only for clinicals. Its pre-licensure standards reach schools from elsewhere only when they open a new program in Arkansas, and its APRN program rules rest on national accreditation, a reading board staff have not confirmed.
One wrinkle is worth a question. Arkansas's Nurse Practice Act exempts students from licensure for nursing that is incidental to their studies when they are enrolled in programs the Arkansas board has approved. A DNP student hoping to log practice hours with an Arkansas employer should ask the board how that applies to a Texas program, and should clear the plan with the Scholarly Project Committee Chair first; see DNP practice hours. FNP students skip this question, since their rotations stay in Texas.

Questions TAMUCC students ask
Can I do TAMUCC FNP clinicals on the Arkansas side of Texarkana?
No. TAMUCC's MSN handbook requires clinical education to take place in Texas, so the practice has to sit on the Texas side of the line. A practice on the Texas side, in Texarkana or elsewhere in East Texas, works once TAMUCC has an agreement with it, the preceptor fits TAMUCC's list and your assigned faculty member signs off.
Is my Arkansas multistate license enough for TAMUCC's MSN admission?
For the MSN, a multistate Arkansas license generally fits, since the compact carries it into Texas and the catalog accepts compact licenses authorized there. Certificate applicants should ask, because their program page names a Texas license. Either way, raise your Arkansas address with the college before applying.
Does Arkansas require approval for a DNP practicum from a Texas school?
Nothing we found in the Arkansas board's rules requires an out-of-state school to seek permission when its students only train there, although the board itself has not said so. The Nurse Practice Act's student exemption is worded for programs the Arkansas board approves, so a DNP student planning Arkansas practice hours should ask the board and the Scholarly Project Committee Chair first.
Can I work as an FNP in Arkansas after graduating from TAMUCC?
Arkansas is covered by TAMUCC's disclosure for FNP certification. The path would run through national certification, then an Arkansas APRN license from the state board, then practice under the physician agreement that Arkansas's reduced practice model keeps in place for part of NP work.
