Virginia and TAMUCC: a compact license at home, clinical hours in Texas
A Virginia multistate RN license can meet TAMUCC's MSN admission rule, but it leaves the clinical map unchanged: every MSN clinical hour happens in Texas. Here is what that means for nurses in Richmond, Norfolk or Arlington, how Virginia regulates NPs, and why Virginia's board runs no approval step for graduate programs like TAMUCC's.

No official TAMUCC page lists the states it admits online students from, and TAMUCC asks anyone considering a licensure program away from home to get in touch with TAMUCC's College of Nursing and Health Sciences ahead of any commitment.
A compact start date shared with Texas
Virginia's multistate license and Texas's compact membership share a start date: January 19, 2018. If Virginia is your declared home and your license is the multistate kind, you may practice as a Texas RN on it, the compact path TAMUCC's MSN admission recognizes. The compact stops at the RN level. Virginia has not enacted the APRN Compact, and a Texas APRN license is its own single-state credential, so DNP Nurse Practitioner applicants plan for Texas APRN licensure whatever they hold in Virginia.
Patient care teams in Virginia, delegation in Texas
AANP classifies Virginia as restricted. Virginia NPs begin inside a patient care team, bound by a practice agreement with a team physician, and can step out once they attest to three full-time-equivalent years of clinical work. Texas is restricted too, by another route: NPs prescribe through prescriptive authority agreements and meet their delegating physician at least monthly.
Your Texas preceptor must also clear TAMUCC's own bar, which is stricter than state law: a board-certified NP, MD or DO who has practiced independently for at least two years. Texas NP practice compares the two standards.
DNP hours in Virginia: no board approval step
Virginia's board treats graduate programs from other states as outside its remit: it approves neither out-of-state nor post-licensure education, so a school like TAMUCC files nothing with it to place a student there. Its 80% in-state clinical requirement and the 18VAC90-27 site rules apply to Virginia's own pre-licensure schools.
A statute, Va. Code §54.1-3001, gives visiting RNs a narrow pass: a nurse with a current, unrestricted license elsewhere, enrolled in an advanced nursing program, may perform the clinical practice the curriculum requires and nothing beyond it. Whether TAMUCC's DNP counts Virginia hours is a separate matter for its DNP program, which also expects a support letter from the host organization and a community facilitator. Virginia's large systems and its preceptor incentive
Among Virginia's largest systems are VCU Health, Inova, Carilion Clinic, UVA Health and Sentara Health. Population leans toward four metros: Richmond, Roanoke, Virginia Beach-Chesapeake-Norfolk, and the Virginia share of the greater Washington area. They describe the market, not TAMUCC sites.
Virginia's Nurse Preceptor Incentive Program pays licensed clinicians by the semester, on a sliding scale tied to hours, only when the student attends an in-state nursing school, public or private nonprofit. Since SB 405 in 2026, the Virginia Nursing Workforce Center, not VDH, runs it, taking applications for hours from July 1, 2026. A TAMUCC student's preceptor would not qualify.

TAMUCC students in Virginia choose us because the hardest part of their program happens in another state. We line up an FNP preceptor and site in the Texas metro you plan to stay in, such as Houston or San Antonio, and prepare what TAMUCC's forms ask for, from the preceptor's CV and license copy to the site's agreement signer. Questions TAMUCC students ask
Can a Virginia resident do TAMUCC FNP clinicals in Virginia?
Not in the MSN. Its four FNP clinical courses, 630 hours in all, happen in Texas with a preceptor and site TAMUCC's clinical faculty clear. You can finish coursework from Virginia, then base yourself in one Texas city for each clinical term, since hours run mostly on weekdays and cannot roll into the next semester.
Would my preceptor qualify for Virginia's incentive program?
That program rewards preceptors only when their student is enrolled at an in-state nursing school, so precepting a TAMUCC student falls outside it. For TAMUCC's Texas rotations, preceptors volunteer, and TAMUCC thanks them with a certificate of hours, appreciation letters and eligibility for university awards.
Does TAMUCC's FNP meet Virginia's education requirement for NP licensure?
According to TAMUCC's professional licensure disclosure, its MSN clears the education bar for FNP certification everywhere except Puerto Rico, California, DC and the U.S. Virgin Islands. Virginia is not among those exceptions. The licensure disclosure page walks through the details.
Can I take the Executive Leadership DNP while living in Virginia?
The track is online and part-time and accepts a Texas or compact RN license. TAMUCC has published no Texas-only rule for its practice hours, but the DNP Chair approves every practice experience, and the program expects a Letter of Support from the practice organization. Ask the DNP program before planning Virginia hours.
