A Vermont nurse's guide to TAMUCC and its Texas clinical rule
TAMUCC delivers its graduate nursing courses online, yet its MSN tracks hold every clinical hour inside Texas, meaning a nurse in Burlington or Rutland would travel south for each rotation. TAMUCC prints no list of states whose residents it enrolls online, and it asks anyone eyeing a licensure program outside their home state to speak to TAMUCC's College of Nursing and Health Sciences first.
Vermont's 2022 compact entry and TAMUCC admission
NCSBN's implementation table puts Vermont's compact start at February 1, 2022. Declare Vermont as your home state, hold the multistate version of the license, and you carry a privilege to work as an RN in Texas, which is the compact option TAMUCC's MSN admission accepts in place of a Texas license. The license guide quotes TAMUCC's terms.
The board's Rule 4.1 handles the opposite case: a nurse relocating to Vermont on another compact state's multistate license may keep using it until Vermont becomes the primary residence. Nurse practitioners sit outside both arrangements. Vermont is outside the APRN Compact too, and that compact needs seven member states before it runs at all, so the DNP Nurse Practitioner track still calls for a Texas APRN license.
Nurse practitioners and preceptors under Vermont law
AANP counts Vermont among full practice states, with a transition period: new NPs keep a collaborating agreement with a Vermont-licensed partner, physician or APRN, until they log two years and 2,400 hours. Texas, home to every TAMUCC rotation, is restricted, so your Texas NP preceptor writes prescriptions through a delegating physician's agreement. See Texas NP practice.
In its FAQ, Vermont's board lets physicians and APRNs precept APRN students in Vermont when they hold a clean, active Vermont license, share the student's role and population focus, and coordinate directly with the school's faculty. PAs are left out. In Texas, TAMUCC's FNP standard applies instead: an NP, MD or DO, board certified, with two years of independent practice.
If a DNP practicum question points to Vermont
TAMUCC's DNP materials carry no Texas-only sentence for practice hours. Under board rules adopted May 11, 2023, nobody may operate a nursing school in Vermont without board approval, although online-only programs cleared by the state's Agency of Education are exempt. The official record is silent on a school elsewhere placing a single student in a Vermont clinic, and the student exemption in section 1583(2) of Title 26 is tied to board-approved programs.

Vermont's care network, for context
UVM Medical Center belongs to the University of Vermont Health network along with Porter and Central Vermont; Rutland Regional is another large name, and Dartmouth Health, based in New Hampshire, includes Southwestern Vermont Medical Center. Population centers include the Burlington-South Burlington metro and the Rutland and Lebanon-Claremont micropolitan areas. None is a TAMUCC host.
Vermont's only preceptor grant on record came from Act 183 of 2022: a single fiscal-year round for nurses at critical access hospitals whose students attended Vermont programs.

Is there any way to do TAMUCC FNP clinical hours in Vermont?
The MSN offers no route for that. All four FNP clinical courses, 630 hours in total, take place at Texas sites that TAMUCC's clinical faculty clear. Online coursework can happen from Vermont, but each rotation means staying in Texas for the term, mostly on weekdays during business hours.
Is my Vermont RN license enough to apply to TAMUCC's MSN?
It can be, when it is multistate and Vermont is your declared primary residence, since TAMUCC accepts a compact license that authorizes practice in Texas. Two exceptions: the certificate's web page names a Texas nursing license, and the DNP Nurse Practitioner track wants a Texas APRN license. Admission rests on TAMUCC's full review.
Would a TAMUCC FNP qualify me for NP licensure back in Vermont?
TAMUCC's disclosure states that its MSN meets the education standard for FNP certification in every state, with four places left undetermined: the U.S. Virgin Islands, California, Puerto Rico and DC. Is Vermont on TAMUCC's state authorization list?
Yes. TAMUCC's state authorization page, as archived in March 2026, lists every state but California and Maryland under NC-SARA. It covers online study only; the Texas clinical rule still applies.
