Your Maine license and the admission requirement
Maine was an early Nurse Licensure Compact state; NCSBN's implementation table dates it to January 2018. Hold the multistate version, with Maine as your declared home, and Texas honors it; TAMUCC's MSN admission takes that in lieu of a Texas RN license. The details sit on the license page.
The privilege stops at RN practice. Maine has not enacted the APRN Compact, a separate agreement still waiting on enough states to begin, so a Texas APRN license remains a must for TAMUCC's DNP Nurse Practitioner track.
Maine's NP rules, health systems and DNP questions
AANP rates Maine a full practice state. A new NP earns that independence after two or more years in which an NP or physician oversees their work, and working for a hospital or clinic where a physician serves as medical director also qualifies. Texas is a different world: AANP calls it restricted, and a Texas NP's prescribing rests on an agreement with a delegating physician, which is the setting your TAMUCC preceptor works in.
Thinking about DNP practice hours at home? Official sources show no Maine State Board of Nursing guidance for schools based elsewhere that send students into Maine clinics. Its Chapter 7 rule governs how Maine approves prelicensure schools inside the state, while the statutory student exemption is worded around programs that lead to a first license. TAMUCC has stated no Texas-only rule for DNP hours, so put the question to the DNP program before you plan anything.

Is a Maine clinical site allowed for TAMUCC's FNP?
Not under the MSN rules. All four FNP clinical courses, and the certificate's identical ones, take place at Texas sites with preceptors cleared by TAMUCC faculty. Maine works as a home base for the online classes; each rotation, though, requires living in Texas until its hours are done.
Does a Maine multistate license satisfy TAMUCC's MSN license requirement?
Likely yes, for the license piece: a multistate Maine license lets you practice in Texas, which is what TAMUCC's compact option looks for. Verify the multistate status on your license and keep Maine as your declared home. Every other part of admission is TAMUCC's call.
Will a TAMUCC FNP program count toward NP licensure back in Maine?
Maine is one of the states where, by TAMUCC's own licensure disclosure, the MSN satisfies the education needed for FNP certification; the only places left undetermined are California and three U.S. jurisdictions.
