Hawaii nurses weighing TAMUCC: the license question comes first
Hawaii stands outside the Nurse Licensure Compact, while TAMUCC's MSN admits nurses licensed in Texas or holding a compact license valid there. A nurse licensed only in Hawaii therefore starts with a Texas license question, then a travel question, because every MSN clinical hour is completed in Texas. Your Hawaii license and TAMUCC's admission wording
A Hawaii RN license is single-state. Hawaii is missing from NCSBN's list of compact jurisdictions, and NCSBN's map records no compact legislation pending in the islands. Because TAMUCC's catalog wants MSN applicants licensed by Texas or holding a compact license good in Texas, a Hawaii-only nurse adds a Texas license to the plan. Per the MSN handbook, a Hawaii applicant admitted conditionally would have until the close of the first semester to secure it; our Texas RN license guide sets out both wordings.
The gap runs both ways: a nurse arriving with another state's multistate license cannot practice in Hawaii on it, because the islands issue their own.
Where the clinical time actually happens
The MSN Student Handbook confines all clinical education and training to Texas, with no out-of-state alternative. From Honolulu, Maui or the Big Island, that means living in Texas while your clinical courses run, not flying in for single shifts. FNP clinical days generally fall on weekdays in business hours, and hours cannot roll into the next semester. The academic calendar page lists the 2026-27 term dates.

Admission from Hawaii is a conversation to have early, because TAMUCC's site publishes no roster of eligible home states. The university's own guidance for nurses outside Texas is to speak with its nursing college, CONHS, before pursuing the program.
How Hawaii's board treats programs based elsewhere
Pre-licensure students meet a firm line. State law exempts only students in board-accredited programs, and in 2016 the board's Education Committee refused a North Dakota BSN program's request to place a pre-license student in Hawaii clinicals. Programs for already-licensed nurses with no island campus get lighter treatment: the board's FAQ says such programs file nothing and owe it no notice, and Hawaii licensure for their faculty applies only to in-person teaching or precepting on the islands.
Nothing from Hawaii speaks directly to graduate or NP programs. For TAMUCC's MSN the point is moot, since the hours are Texas-bound. A Hawaii-based DNP student who wants practice hours in the islands should put that to TAMUCC before anything else, as our DNP practice hours page explains.
Full practice in the islands, a physician agreement in Texas
AANP rates Hawaii as a full practice state. Texas, rated restricted, requires each prescribing NP to hold a prescriptive authority agreement with a delegating physician, a relationship your Texas preceptor will already have in place. The Texas NP practice guide covers how it shapes precepting.
Nurses in the islands know the major employers: Queen's, Kaiser Permanente Hawaii, Hawaii Pacific Health (Kapiolani, Straub, Pali Momi, Wilcox) and the state's HHSC hospitals. By population, Urban Honolulu leads, then the Big Island's Hilo-Kailua area and Maui's Kahului-Wailuku. Experience there strengthens your resume; none of them hosts TAMUCC rotations.
Hawaii also offers a preceptor income tax credit for volunteer rotations, certified through the state Department of Health. Eligibility hinges on the student's program being accredited in, or physically located in, Hawaii, which leaves TAMUCC rotations outside it.

Is a Hawaii RN license enough to apply to TAMUCC?
Not by itself. A Hawaii license is neither Texas-issued nor multistate, so it misses the catalog's requirement, and the handbook's conditional-admission route gives a Hawaii applicant one semester to add a Texas license. Check the rule for your cohort with TAMUCC's nursing office first, since TAMUCC promises no admission to applicants outside Texas.
Could TAMUCC approve FNP clinicals in Hawaii?
The MSN handbook says all clinical education and training must be completed in Texas, and TAMUCC publishes no exception. Hawaii's board has not addressed graduate programs by name, but TAMUCC's rule settles the matter first. Plan on Texas rotations for every FNP clinical course, from the first health assessment hours to the integrated capstone.
Does a TAMUCC FNP program count toward practicing in Hawaii later?
Hawaii is outside the exceptions in TAMUCC's licensure disclosure, which judges the MSN sufficient education for FNP certification everywhere but California, Puerto Rico, the U.S. Virgin Islands and Washington, D.C. The license itself comes from the Hawaii Board of Nursing, so check its APRN requirements directly.
