Maryland residents and TAMUCC: settle the SARA question first
Maryland is one of only two states that TAMUCC's NC-SARA list leaves out, and TAMUCC offers no explanation. So a Maryland nurse's first move is a direct question to TAMUCC's College of Nursing and Health Sciences, before any application. After that come the rules every out-of-state reader faces: MSN clinical hours count only at Texas sites, and Maryland's own board shapes any plan to practice as an NP back home.

Maryland is absent from TAMUCC's state authorization list
The archived March 2026 copy of TAMUCC's state authorization page names every state under NC-SARA except California and Maryland, and adds the U.S. Virgin Islands, Puerto Rico and DC. California carries a note about a separate agreement covering fully online study. Maryland carries no note, and the reason is not public.
The gap has a practical side. Maryland's Higher Education Commission requires schools based in other states to register with it before it enrolls any Maryland resident in an online program, unless the school participates in SARA (COMAR 13B.05.01.02). TAMUCC's pages are silent on any Maryland registration. Put the question to TAMUCC's College of Nursing and Health Sciences before you apply, which matches TAMUCC's own advice for anyone studying a licensure program outside their home state.

Classes are online, but TAMUCC's MSN rule on clinical location allows no exceptions, so every rotation means time spent in Texas. The handbook wording and its sources are on Texas-only clinicals.
Compact for RNs, a board approval step for NPs
Maryland's compact membership took effect in January 2018, according to NCSBN. A multistate Maryland license, held with Maryland as your primary residence, lets you practice in Texas on a privilege, which is the compact option TAMUCC's MSN admission lists beside a Texas RN license. The full rule is on the license page. Advanced practice is another story: Maryland sits outside the APRN Compact, which cannot begin operating until seven states adopt it.
Returning to Maryland as an NP brings a step many states skip. The Maryland Board of Nursing vets each NP program on its own terms, and graduates are certified for advanced practice only after that review. If a school were absent from the board's approved list, the fix is a Program Approval Form filed by the university; the graduate has no form to file. TAMUCC's disclosure says its MSN meets FNP certification requirements in Maryland, so check the board's list well ahead of graduation.
Maryland's NP practice rules, health systems and preceptor credit
Maryland NPs practice without a physician agreement, which AANP calls full practice, though a newcomer must first attest to a year and a half of mentorship under a physician or a nationally certified NP. Texas, where TAMUCC rotations happen, is restricted, and NPs there prescribe under delegation agreements with physicians.
Maryland's large health systems include Luminis Health, Johns Hopkins Medicine, LifeBridge Health, the University of Maryland Medical System and MedStar Health, clustered around Baltimore and the Washington suburbs. They illustrate the market, not sites open to TAMUCC students.
Maryland's tax code (Tax-General §10-739) also rewards unpaid precepting: NPs and physicians who teach NP students can claim a credit after at least three rotations of 90-plus hours apiece, held at community sites inside areas the Maryland Department of Health lists as short of health workers. The students must attend programs the Maryland board recognizes, and the statute expires at the end of June 2030.

Why is Maryland missing from TAMUCC's NC-SARA list?
TAMUCC gives no reason. Its archived state authorization page covers every other state except California, which has its own arrangement for online study, while Maryland has none noted. The dependable answer can only come from TAMUCC's College of Nursing and Health Sciences, so raise it with them early, ahead of any application.
Can I do TAMUCC FNP clinicals in Baltimore or the DC suburbs?

Could a TAMUCC DNP student complete practice hours in Maryland?
TAMUCC's DNP documents set no Texas-only rule, and Maryland's board lists no pre-approval requirement for schools based elsewhere. Maryland law also exempts students in accredited graduate APRN programs while they practice within the program. TAMUCC still has to approve the experience, so ask the DNP program first. Can a TAMUCC FNP graduate become a certified NP in Maryland?
TAMUCC's disclosure places Maryland among the states where its MSN meets FNP certification requirements.
