Delaware nurses and TAMUCC's online programs
Delaware belongs to the RN compact and is one of only five states to have enacted the APRN Compact, yet neither changes TAMUCC's core rule: MSN clinical hours happen in Texas. Here is what a Delaware resident should know about licenses, each TAMUCC program and Delaware's notice rule for schools from other states.

TAMUCC programs seen from Delaware
Distance learning covers the classroom half of a TAMUCC program; the clinical half is fixed in Texas by the MSN Student Handbook. For a Delaware resident in the FNP or another MSN track, that makes Texas travel part of every clinical semester.

Whether TAMUCC will admit you from Delaware is for the university to say. Multistate RN licenses have been available to Delaware nurses since early 2018, and a license of that kind, with Texas authorization, is one of two options TAMUCC's catalog lists for MSN admission. The handbook prefers a Texas license, with conditional admission while you obtain one. Settle which rule binds your cohort before applying; the Texas RN license guide sets both out.
The APRN Compact is a different story. Delaware's 2021 law made it an early adopter, but the compact stays dormant until seven states have signed on, and Texas is not among the handful so far. A Delaware APRN license therefore carries no Texas practice privilege, and TAMUCC's DNP Nurse Practitioner track keeps its Texas APRN requirement.
Delaware's notice rule for outside schools
Delaware wants paperwork before the first student arrives. A school from another state must tell the Delaware Board about its plans before any Delaware facility hosts its students, and the filing is specific:

Each facility, too, needs Board clearance, granted from the school's forms, before students are assigned, and Board representatives may inspect it. Faculty who teach in a Delaware facility, as clinical instructors or preceptors, need licensure, or a practice privilege, at the student's target level or higher, and Delaware treats any validly licensed nurse educated to BSN level or beyond as eligible to precept. The standards reach every nursing education program without splitting pre-licensure from graduate. TAMUCC's standing with the Board was not checked; since MSN rotations stay in Texas, only a DNP student looking at Delaware practice hours needs to raise it with TAMUCC.
Wilmington, Dover and the southern counties
Delaware's residents divide among three areas: the Wilmington portion of the greater Philadelphia metro, the Dover metro in the middle of the state, and the Seaford micropolitan area in the south. Four systems stand out: Beebe Healthcare, Bayhealth, ChristianaCare, and Nemours Children's Health, a pediatric network spanning several states with a hospital in Wilmington. They illustrate the state's care network, not TAMUCC rotation sites, since those are in Texas. No Delaware preceptor incentive was identified.

Questions TAMUCC students ask
Can TAMUCC students do clinical hours in Delaware?
Not in the MSN programs. The handbook places FNP, Nurse Educator and Leadership clinical work in Texas, so Delaware facilities are not an option for those tracks. The DNP handbook names no location rule, but clear any Delaware idea with TAMUCC first.
Does Delaware's APRN Compact help with TAMUCC's DNP?
No. With only five enacting states, the APRN Compact has yet to take effect, and Texas has not joined. TAMUCC's DNP NP track calls for a Texas APRN license, which a Delaware APRN license cannot replace. Even once active, the compact would help only if Texas signed on.
Does TAMUCC's MSN meet FNP certification requirements for Delaware?
Yes. TAMUCC's disclosure carves out only California, D.C. and two territories, so Delaware is covered, and it also appears on the university's NC-SARA list, a separate authorization question. The licensure disclosure guide explains how those two lists relate to the Texas-only clinical rule.
Would TAMUCC need Delaware Board approval?
Only to use Delaware clinical facilities. Delaware requires outside schools to notify the Board and submit documents before any student is placed there. TAMUCC's MSN rotations happen in Texas, so the rule would matter only if a DNP student planned practice hours in Delaware.
